Short answer: Since April 2025, Haryana law requires anyone who gives visa consultancy for study or tourism abroad, processes visa applications or runs a travel agency to hold a registration certificate under the Haryana Registration and Regulation of Travel Agents Act, 2025. Before choosing a visa consultant in Karnal, ask for the registration certificate (each branch needs its own), check every requirement on the official embassy website, and walk away from anyone who says your visa is a sure thing.

The Haryana travel agents law in brief
- Act: Haryana Registration and Regulation of Travel Agents Act, 2025 (Haryana Act No. 10 of 2025), in force from its publication on 9 April 2025.
- 2026 amendment: the Amendment Act, 2026 limits the law to study and tourism services. Recruitment for jobs abroad stays under the central Emigration Act, 1983.
- Who needs registration: anyone offering visa consultancy or guidance for education abroad, processing visa applications, selling tickets, advertising or holding seminars on going abroad, and touts acting for them.
- Validity: a registration certificate is valid for three years, and every branch office needs its own certificate.
- Penalties: working without registration can bring two to seven years in prison and a fine; using forged documents or human smuggling can bring seven to ten years. Repeat offences carry double the penalty.
How to choose a visa consultant in Karnal
- Ask for the registration certificate under the Haryana Act and note the number, firm name and branch address.
- Check the office address on the certificate matches the office you are sitting in.
- Ask where each requirement comes from. A good consultant can show you the embassy or immigration page for the fees, funds and documents.
- Check the university: the Ministry of External Affairs advises students to make sure the foreign university or college is accredited and recognised.
- Get receipts and a written scope of work, and keep your original documents with you.
Red flags

- Routes that involve entering a country without the right visa, or a "study visa" sold as a job.
- Requests to submit fake bank statements, fake work experience or fake admission letters.
- No certificate, no office address and payments without receipts.
