Short answer: If you are looking for immigration or visa consultants in Kurukshetra or Ambala, check three things before you pay anyone: what registration the agent holds under the Haryana Registration and Regulation of Travel Agents Act, 2025; that every fee, fund and document they quote matches the official embassy website; and that they never promise a "sure" visa. The Haryana law that covers visa consultants

  • Act: Haryana Registration and Regulation of Travel Agents Act, 2025 (Haryana Act No. 10 of 2025), published on 9 April 2025.
  • Who it covers: anyone giving visa consultancy or guidance for study or travel abroad, processing visa applications, selling tickets, or advertising and holding seminars about going abroad, and touts acting for them. Each needs a registration certificate, valid for three years, and every branch needs its own.
  • 2026 amendment: the Amendment Act, 2026 took recruitment and consultancy for jobs abroad out of the Haryana Act. Overseas jobs stay under the central Emigration Act, 1983.
  • Penalties: working without registration can bring two to seven years in prison and a fine; forged documents or human smuggling can bring seven to ten years.

Good to know: news reports in October 2025 and May 2026 said the state had not yet notified the rules or named the registering authority, so the registration process may not be running yet. Ask the consultant what registration or licence they hold, note the firm name and address, and treat any agent who cannot show proper papers or a fixed office with care.

How to choose an immigration consultant in Kurukshetra or Ambala

  1. Ask for papers: the firm's registration or licence, GST registration and a fixed office address. Note the numbers.
  2. Ask for the source: a good consultant can show you the official page for every requirement, such as proof of funds, tuition or visa fees.
  3. Check the university: the Ministry of External Affairs advises students to make sure the foreign university or college is accredited and recognised before taking admission.
  4. Get everything in writing: receipts for every payment, a written scope of work, and keep your original documents with you.
  5. Register before you fly: the MEA advises Indian students going abroad to register on the MADAD portal.

Red flags

  • "Guaranteed visa" or "100% success" promises. Only the embassy or immigration authority decides.
  • Advice to use fake bank statements, fake work experience or fake admission letters.
  • A "study visa" sold as a job, or routes that involve entering a country without the right visa.
  • No office, no papers and cash payments without receipts.

Jobs abroad: only MEA-registered Recruiting Agents

Under the Emigration Act, 1983, only Recruiting Agents registered with the Ministry of External Affairs can recruit Indians for jobs abroad.
