Short answer: Before you pay a visa consultant in Chandigarh, Mohali or Zirakpur, check who licensed them. In Mohali (SAS Nagar district) and the rest of Punjab, consultants, travel agents and IELTS institutes need a licence under the Punjab Travel Professionals (Regulation) Act, 2012, and the district publishes lists of issued licences and cancellations. Chandigarh is a separate Union Territory, so ask a Chandigarh firm which authority registered it and check that before paying. And walk away from anyone who promises a "guaranteed" visa.

Mohali: how to check a licence
- The law: the Punjab Travel Professionals (Regulation) Act, 2012 covers travel agents, consultants, ticketing agents and IELTS coaching institutes in Punjab districts, including SAS Nagar (Mohali, Kharar and Zirakpur).
- The lists: the SAS Nagar district website publishes "Detail of issued licenses" for travel agents, consultancies, ticketing agents and IELTS institutes (the latest dated 19 March 2026), plus cancellation orders and a list of FIRs against travel agents.
- What to do: ask for the licence number, then look for the firm's name and number in the latest district list. Check the cancellation orders too.
Chandigarh (UT): ask before you pay
Chandigarh is administered as a Union Territory, separately from Punjab and Haryana, so the Punjab and Haryana travel-agent laws apply in those states, not automatically in the UT. If the firm's office is in Chandigarh, ask which authority registered it, note the registration number and address, and make sure the firm can show it in writing. A firm with branches in Mohali or elsewhere in Punjab needs a Punjab licence for those branches.
How to choose a visa consultant in the tricity
- Papers first: licence or registration number, GST registration and a fixed office address.
- Official sources: a good consultant shows you the embassy or university page for every requirement, such as funds, tuition or visa fees.
- Check the university: the Ministry of External Affairs advises students to confirm that a foreign university is accredited and recognised before taking admission.
- Everything in writing: receipts for every payment and a written scope of work. Keep your original documents.
- Register before you fly: the MEA advises Indian students going abroad to register on the MADAD portal.
Red flags
- "Guaranteed visa", "100% success" or "pay after visa" schemes. Only the embassy decides.
- Advice to use fake bank statements, experience letters or admission letters.
- A "study visa" sold as a job. Jobs abroad can only be arranged by Recruiting Agents registered with the Ministry of External Affairs.
- No licence number, no office, cash without receipts.

Frequently asked questions
Where can I check if a Mohali visa consultant is licensed?
On the SAS Nagar district website, under the Punjab Travel Professionals Regulation Act section, which lists issued licences and cancellations.
Does the Punjab Act apply in Chandigarh?
Chandigarh is a separate Union Territory. Ask the firm which authority registered it and see the papers before you pay.
Can a consultant guarantee my visa?
No. Only the embassy or immigration authority decides. A guarantee is a warning sign.
What if an agent cheated me?
Keep every receipt, message and document and file a police complaint. For jobs abroad, you can also report unregistered recruiters to the Ministry of External Affairs.
